Americans in France for journalists

The official figures with their source and year, the rule changes of the last months, the people you can ask and how to cite us. Every figure below is read from an official page, and the page is linked.

The numbers

Nobody publishes one official count of Americans in France. These nine figures count different things, so do not add them up or set one against another. Each card says what it counts, its year and whether the value is final.

Each number answers a different question. What each number counts and leaves out says which sentence each one supports. For people who give up US citizenship, the counts from the IRS quarterly notices give each notice with its address. For the researchers France has taken in since 2025, a tally of what official pages say gives each figure with its page and day. For the portals an American meets in the first year, which of them speak English reads each one and gives the pages and counts. For two cities, Americans in Paris and Americans in Nice keep the census count, the notary figures and the rents apart, each with its source. For the people themselves, Who the Americans in France are gives the 2023 census count by age, sex, household, work, qualification, housing and years in France.

Swapping a foreign driving licence now costs 40 euros

    Before

The exchange was free. The notice says it "devient payant", which means it becomes payable.

    Now

40 euros from 12 May 2026 (20 euros in Guyane). You can drive on a non-EU licence for one year after you establish normal residence in France, meaning at least 185 days in a calendar year. After that you must exchange it, if France has a reciprocity agreement with the issuing country.
